Black Polished Cotton Long Petticoat circa 1890s

Black polished cotton midi length Victorian petticoat (maybe skirt?). Has a side seam pocket on right!! Hook and eye closure in back- kind of wonky seam stitching. Shirred at waist seam in back. No holes or stains.
