Deep Blue Changeable Taffeta and Velvet Puff Sleeve Dress circa 1980s

Incredible avant garde blue Victor Costa cocktail dress with black velvet bodice, changeable taffeta skirt and HUGE sculpted puff sleeves. Bow on left hip with blue rose. Back zipper. Rayon/acetate. Lined. Small area of velvet crush on back, just looks like light hitting differently.
